my friend's family owned a bar a couple years ago and they had a beer and wine license but not a full liquor license (due to zoning restrictions). they were allowed to serve soju though, and had ten or so soju cocktails. kind of an interesting read about the practice (and a lot of the talk about lowering proofs sounds like the marketing here regarding the lite beers and sojus here).
