Have international bank cards been stopped now/

Talking to another poster tonight, he was talking to Nonghyup HQ today trying to get a Cirrus/Maestro card and was told that since the laws have just recently changed that their cards will no longer work outside of Korea.

Is this just the same old story being rehashed by the banks or have they actually implemented new laws?

hard to say from your information.

New rule: New accounts for unregistered foreigners - they CANNOT have an ATM card or ATM access via their bankbook for the first 3 months. All transactions MUST be done at the counter. This would preclude getting an international card.

If the foreigner was registered (has an ARC) or the account is more than 3 months old then it was either same 'ol - same 'ol or a misinterprestation of the new rule.

Your guess would be as good as mine.

Go to a different bank, they are full of shiznit unless you are a newbie to Korea as ttompatz mentioned.

Sounds like the same old rehashed BS. My card works outside of Korea.

My SC-Jaeil and Woori ATM cards, Shinhan charge card and Shinhan credit card are all working fine here in Germany.

But, there are issues with new arrivals at all banks and with international ATM's at some banks.

Maybe that is the story then, he has just opened an account but he has been here for a couple of years.

Are the bank officers taken on BS spouting courses?

At Kookmin bank on their PRINTED material it states that federal regulations state they can not issue an international debit card to foreigners.

I don't worry too much I have International credit card I can get cash advances if I am in a bind but most banks and I am not saying all will not issue an international debit card. I read the pamphlet while trying to convince them I was not a Colombian drug lord laundering money. Was trying to send some money to my brother for his birthday. Laughing Laughing

Oh and getting a wire here from outside Korea also puts you in the "they might be a Colombian drug lord" as they are getting $150 from some lady claiming to be their mom. Hmmpf heard that before. Laughing Laughing

I am so happy I am soon to be done with this place.

Earlier this year, I took my KB ATM card to the bank to make sure it would work in New Zealand. The teller wouldn't activate my ATM card for overseas use, citing KB policy that disallows foreigners from using their card at ATMs overseas. It makes me SICK that they are even allowed to print this xenophobic, racist *beep* on their pamphlets. Instead of using my ATM card as and when I needed cash in NZ - and paying a hefty fee each time, no doubt - I transferred all my month's pay to my bank in NZ and used my kiwi card during my vacation. After three years with KB, I am seriously considering changing banks because of this ridiculous anti-foreigner banking policy.

That's what I did. I banked with KEB but when I asked for an international debit card, they cited a bullsh1t policy that doesn't allow foreigners to have them. I took all my money out, went over to Nonghyup, and they happily gave me an international card. It worked fine in Thailand a few months ago.

opened at Woori and got the same xenophobic message and they said, "Why don't you get a domestic card instead" well that suggestion did not appease me.

It is the most xenophobic banking system I have ever enountered and I have been all over Asia; have lived in Asia over 22 years.

There is no way a country with these xenophobic practices can expect to be the hub of anything.

You can't ever get a phone , unless it is a card phone, if you are a foreigner.

They should be embarrassed; but to be embarrassed they would have to be aware.

Wonder if they have interpretated this new law wrongly and are going to stop it?

When the missus got a Nonghyup card a couple of months back they told me that it would not work overseas. It did once but after that it didn't.

Surely Cirrus/Maestro has a complaints section to file complaints against banks using their logos

I don't why people keep harping on this - its a loser - the rule is sort of kind of maybe whenevere they feel like. I don't like those surprises on
the road so I write it all off and don't even consider looking for a card or researching or asking or what ever. Its all bad news.

Off topic but I just have to say this.
I have a phone and an account in my own name and get billed. It's not a prepaid phone account either. I got it through LG. I've had it for over a year.

When I was in Beijing, the only bank's ATM that acepted my KEB card was China Bank and I had to travel across the city to use it.
I even had trouble using it in Japan.
Though I had no problem using it the US
Thats why I either traveled with cash (not a good idea) or traveller's checks, though it is a tremendous pain to cash them.
