I live near the East Sea in Gangwon do. For a total of about 15 days this year, when I look at the current weather, it is ONLY raining here (including today). Any meteorologists want to explain this?

You live near the mountains by the sea. That should answer your question. (hint: rain clouds come inland from East and cool as they hit the mountains).
