Let's see just who does and doesn't consider this issue important and timely. (We already know who is playing stupid games.)

I believe it is imminent, occurring already or by 2012. For all intents and purposes - due to realities of time needed for response, just like global warming - we are there. However, by definition, it is impossible to say definitively until it is several years past. Also, I think Saudi Arabia does have about 3 million barrels a day to spare. So, I voted 2012.
