..for, low life, lawbreaking, rude, cheating, dishonest, sleazy scum.

Every country has a certain percentage of people who are low lifes.
What we do however is to try to get these people off the streets, or punish them so that they change their behavior. The old carrot and stick approach.

In Korea fundamentally nothing happens to these dudes. If Koreans drove the same way in our countries as they drive here, nearly all would be up on charges.
If Koreans operated businesses in our countries as they do here, again, most would be up on charges.
If rule of law were to apply in Korea, there would have to be huge construction projects for new prisons.

Dudes like the chairman of Hanwa, and Hyundai, LOVE Korea. Why, they can get away with whatever they like. If these guys lived in a Western Country, they'd be languishing in a prison.

You too can love and adore Korea just like these dudes, and all the other scum out there, all you have to do is:
Beat women-Nothing will happen to you.
Run red lights , and run over children- Nothing will happen (If you have heaps of insurance , or money to pay the parents)
Drive like a maniac-Police will ignore you.
Steal Millions Fraudulently-Go to court in a wheel chair, nothing will happen.

In Korea good guys come last.

Stop complaing about Korea, you too can enjoy, love and adore Korea.
All you have to do is throw those morals and ethics away, and be BAD.
The badder and scummier the better.

When in Rome do as the Romans do!

For those of you who wish to remain saintly, Korea is not for you. Try teaching English in the Vatican.

I'm sure Korea, for everything you described, still isn't half as corrupt as sleazy as the Vatican. But thanks for the suggestion!

It's the lower classes that are the problem - the common riff-raff.

It's kinder not to educate them. It gives them aspirations.

Western countries: individualistic and guided by the rule of law.

Eastern countries: communal and guided by shame/face.

Can you use this idea to explain why crime (not white collar, however) is lower in most Eastern countries than in the west?

TO be fair, Korea's hardly alone in having shitty drivers. countless countries where driving is a relatively recent innovation suffer from that. Also, every Western country is rife with wealthy corporate chairman who get away with murder, sometimes literally.

I do agree that corruption is much more tolerated across all stratum of society here than in many other places though. I've talked to several international business men I've met here, all of whom say it's much easier to do business without getting bilked even in nearby places like Japan or China.

Thats funny. Because I mostly heard that it is so much easier to deal with Koreans than Japanese businessmen because with Japanese, you never what they are thinking. As for Chinese, even my Chinese brother in law commented that "even though I am Chinese, I hate Chinese" for all their corruptions.

...and America is any better right now, how?

All I know is I like Korea, I like the food, I like the cities, I like exploring, I like seeing the whole country and I like the people. There are some things I don't like, sure, but my experience here is overwhelmingly positive.

Plus even the worst hagwon jobs are still not as bad as call centre work back home.

Because nobody reports it because they lose face half the time. Your daughter got raped? Oh damn, don't report it, you lose face...

"If I were to suggest that between the Earth and Mars there is a china teapot revolving about the sun in an elliptical orbit, nobody would be able to disprove my assertion provided I were careful to add that the teapot is too small to be revealed even by our most powerful telescopes."

The Russell's Teapot fallacy.
