I got my Nonghyup ATM card before the deadline and it worked in Japan and at a Wal-mart in the US. There are not local fees if you use it in a store like Wal-mart, but the regular ATM fees would apply at an ATM.

I talked to Nonghyup's English line and they explained that the rate is the electronic (remittance, TTY) rate plus 1% and the fee is $3 per transaction.

My items were $237.47. I got $100 cash. Total=$337.47
The charge on my account was 315,636 won.
315,636/340.47=0.9271
rate = (100/101) * 927.1 = 917.9

Wal-mart reciept is 10/19 at 8:54 AM
This should be the evening of the 19th.

From their website:
Last rate on 10/19/07
USD
Buying cash 931.92
Selling cash 899.88
Sending 924.70
Receiving 907.10
Basic rate 915.90

Is my math right?
