Go to Ansan today if you are illegal. My wife (who is legal) just got interrogated by the immi guys there when she got off the bus.  |

Just in time for the Unity Fest. I wonder if they're going to have an immigration check-in at the front gates. Should I take my diploma and transcripts with me? |

"Excuse me, what crime do you suspect me of committing?" should be the first words out of your mouth when someone comes up to you and demands to see your ARC while you're out and about. The second thing you say should be, "May I see your identification proving you are a law enforcement officer?" Police and other law enforcement officers may only ask you to present your ARC only in the course of their lawful investigation of an offense. Merely looking foreign is not an offense, according to the Constitution of the Republic of Korea.
I'm hoping Immigration ends up one time checking only tourists legitmately here on their first day and the tourists get peeved enough to protest to their governments, to the Korean government, and to the press both in their home countries and in Korea. |

-ID
-If they were charging me and for what
-For my lawyer
Beyond that, they would get next to nothing out of me. |

Immigration officials have more powers than the average cop.
Anyway, whats the big deal? Show your ARC and away on your merry way. |

Whilst looking foreign is not an offence, not carrying your ARC is.
As you are required by law to carry your ARC around, they (both police and immi, I guess) can stop you on the spot at any time to see that you have your ID on you, whether you have done anything wrong or not.
This is exactly the same in HK - police stops anyone that looks vaguely sheepish to look at their ID and get a background check on the spot. |

Wrong. They are law enforcement officials, just like "regular cops" in this country.

The police may request I show my ARC to them if they are investigating me for another offense. They cannot decide to stop me--or anyone else in the country--merely because they think I'm a foreigner. Well, they can't legally do it.
The way it is in Hong Kong or anywwhere else for that matter is irrelevant. The governing law here is the Constitution of the Republic of Korea. The government, and even society, in Korea are starting to understand that, but it's a slow slog. |

Have you read what I wrote?
You are REQUIRED by law to carry your ID around - they can stop you just to see that you ARE carrying your ID around.. foreign or not. |
