Japan passes bill to fingerprint foreigners
Wed May 17, 09:15 AM EST

TOKYO (Reuters) - Foreigners arriving in Japan will be photographed and fingerprinted on arrival as part of measures to prevent terrorism, under a measure approved by Japan's parliament Wednesday.

Civic groups and lawyers have said the legislation, approved by parliament's upper house, risks breaching human rights and invading individuals' privacy.

The new legislation, which had previously passed the lower house and now becomes law, exempts children under 16, diplomats and "special permanent residents" including ethnic Koreans.

heh heh... you're not from the USA are you by any chance? They're just following Washington's lead, as they have done since Aug 15th 1945.

They've fingerprinted foreign residents for decades...

As an aside...

Can someone more enlightened than I am explain why fingerprinting infringes my human rights? I"ve never really understood that...

Well, for starters let me ask you this:

"What kind of people come to mind when you think fingerprinting?"




I suppose if you're happy to surrender your UNIQUE ID info including prints, DNA etc, then it doesn't. You're freely doing it. You might live to regret it, but you're freely choosing to do so.

When we're openly compelled by the state ( this is of course one of their primary gigs: COERCION ) then it's a much different story.

Last time ( which will now certainly be "THE" last time ) i went to Japan for the night, they even wanted to know where exactly i, as a foreigner was staying.

Oh yes, ALL MOTELS / Hotles etc. now demand copies of foreigners' passports. Even PC BANGS for Christ's sake! Wanna log into your email? Passports please Twisted Evil

Gradual and piecemeal as it's been ( they wouldn't wanna boil the frog alive too quickly ) we're well on our way to a creepy "ONE-WORLD" fascist Matrix.

Interesting you should suggest this.

Happen to catch the current Israeli PM, Olmert's sincerely heartwarming & all-so inspiring speech from the US Congress last night?

Certainly seems he has many dear friends & relatives essentially "running the show" in D.C.

Why would you think criminals and not tourists?

Isn't it the US that automatically photographs and fingerprints ALL tourists entering the country?
Weren't they the first to do so (at least in this century)?
Aren't ALL tourists bound for or through the US considered to be criminals and terrorists on entry in the states, subject to warrentless wiretaps, searches and incarceration without trial or due process of law if presumed (not proven) to have any connection with a "terrror group."

Where did you get this info? I've had many students as well as friends who came to the US from Europe and South/Central America in the last year and they never mentioned anything about getting fingerprinted or photographed.. Me thinks you are confused, very confused....or else you are just taking the piss. Very Happy

Just as a note, I have been fingerprinted dozens of times, yet never arrested. I have been fingerprinted for background checks, for job applications (FBI, DC PD, Peace Corps), and I never thought twice about it. I really fail to see what the big deal is. If they want to have some traceable record of people entering/exiting their country in a rapid status, then more power to them. Like the old adage goes, if you don;t break the law, then you have nothing to worry about.

I travel frequently to USA on a British, machine-readable passport, under the so-called "Visa Waiver Program".

I am fingerprinted and photgraphed at every entry point.

This is not urine extraction.

What rock have you been under since 9/11? In December, right after the attacks on the WTC, the new border policy came into effect.

Every foreigner who enters the US will have their fingerprints scanned and their photo taken electronically UNLESS they have one of the new biometric passports that transmits the data automatically when scanned at the border.

Please allow me to quote,

"US-VISIT is a technology tool that helps speed entry of international visitors into the United States by verifying their identity. The visitor's biometrics, such as a digital finger scan, are collected and checked against law enforcement databases. When the visitor arrives at the port of entry, CBP uses this identifier to verify the person at our port is the same person who received the visa. US-VISIT speeds entry into the U.S. while safeguarding against false identification."

At the end of the day, the only people who should have a problem with being fingerprinted are those that break the law!!
I travel to the US frequently and always get fingerprinted. The process takes forever in some cities e.g. Miami, but not so long in others.
There is nothing wrong with a country wanting to know more about the people that enter its borders, after all, they are only trying to protect their people.

I was in Japan before this bill was passed and i saw anti-terrorism and vigilance signs everywhere. Did i miss something? What the H-E-double tooth picks happened there? Other than the nerve gas attaks over ten years ago that is.
