Gangwon-do on the East coast near a small city named Soekcho. You have to take a bus for several hours to get there. Not everything in Korea is located on a Seoul subway line.

You possibly mean Suraksan. That's in northern Seoul, line 7, subway station Suraksan. It's across the road from Dobongsan. I've not hiked it yet, but I would imagine, on a clear day, the views of Dobongsan and Bukhansan would be amazing.

Seoraksan is only 3 hours from Seoul by bus. Improved roads have ut travelling time, and it's a beautiful drive, so get a window seat.
