There's a lot of stories about recruiters pulling a bait and switch with PS jobs. Is it normal to be sent an offer and a contract without having talked to the recruiter or the school?

Yes, it is strange to be sent a contract without applying, talking to and telling a school you want to work for them.

But the recruiter may have sent your resume to a school and if they need a teacher, they may like your credentials and sent you the contract directly.
