Just make one up from the step-jump books for each grade. |

There's a really good TESOL website which lists each of the four key skills (reading, writing, listening and speaking) against the corresponding TESOL learner levels (Entry 1, 2, & 3 and L1 & L2) and outlines what each learner should be able to achieve for each of the respective levels. It's really useful if you're assessing students and need a guide. It's also extremely comprehenisve, with each skill being very detailed in terms of the precise learners expected ability. It's designed for TESOL teachers who need an assessment guide.
Unfortunately, I don't have it bookmarked on my school PC, but I'm pretty sure that I have it on my laptop at home. I'll check later and post a link if I can track it down. |

You might find this of interest: http://www.govtilr.org/Skills/index.htm . It's the level descriptions for linguists used in the intelligence community. |
