But Budapest still wouldn't be the capital. |

So is Fifa a country? And If Europe is a country, what is Germany or France?
And what about the countries in Europe which aren't part of the EU? |

Would that make the United Federation of Planets a country too? |

Europe is a Supra-nation
Country (a national or supra-national entity)
The state and supranationalism
In the late 20th century, the globalization of the world economy, the mobility of people and capital, and the rise of many international institutions all combined to circumscribe the freedom of action of states. These constraints on the state's freedom of action are accompanied in some areas, notably Western Europe, with projects for interstate integration such as the European Union. However, the state remains the basic political unit of the world, as it has been since the 16th century. The state is therefore considered the most central concept in the study of politics, and its definition is the subject of intense scholarly debate. |

I wanted to ask about this just out of interest of wording.
Don't you mean the rise of many international institutions all combined to circumscribe the restrictions placed on the freedom of actions of independent states?
While the UN manifests some consensus on the limitations of freedoms, other international institutions seem to have been formed to provide more freedoms to independent states, like in international trade (NAFTA, EEC). |

It's a bit like people who call Africa a country. Hell, I was running through a geography lesson plan once to prospective ESL teachers for Japan and one identified Africa as a country.
Never heard of Budapest? Hasn't she ever watched Green Acres? |

If you went to a college in California and asked a really hot but not so bright blonde 20-something floozy this question, they would most likely answer; "Sure"
Never underestimate the intelligence of a young blonde chick...... |

I remember in high school we had to pick a country for the Worlds fair and this one girl picked Africa, and the teacher asked, Which one in Africa? The girl said, Well, AFRICA. Then the teacher told her that it was comprised of many countries. I guess wouldnt have been so funny if she wasnt in the black student union. |

What i meant is that Sovereign states relinquish part of their decision making powers to supra nations in order to make stronger economic and political situations.
The restrictions are given voluntarily by the independent states (Sovereign nations ...). |

"I don't think France is a country" That's too much. She has to be putting it on. |

I personally like the Miss Teen South Carolina's reply to the question posed to her (with subtitles)
