Internet banking for foreigners?

I sent money home last week to the U.S. through my Korean friend. She did it through Internet banking, and the fee was only 5,000 won (plus $10 at home).
Can foreigners get Internet banking? If so, which banks will do that.
Also, I have a banking question - I have a bank account through my old job, but my new school uses a different bank.
Will I face the new banking restrictions because I just have a new contract from December 1 this year?

Nonghyup are pretty good...all in English and the same price as you've said for transfers online...

I have internet banking for both nonghyup and woori. I favour woori over nonghyup because woori is strictly internet based, whereas nonghyup is dependent on the certificate, which, if you want to use on a second computer, you need to save it some place first, then install it in the second computer...

you can save the certificate on a USB thumb drive and use it on any computer.
