I have seen this happen on more than two occasions so far at my public middle school.

Groups of 'troublemakers' rounded up at the end of each semester and treated to pizza, chicken and coke, a soccer game, Nanta (currently) or a movie.

When I asked why, I was given the response 'Because the troublemakers need love too".

I explained why I didn't agree totally with this policy, which is of course it positively reinforces negative behavior.

Do the teachers feel guilty for caning the hell out of the smokers/ constantly late/hair violators? The same smokers etc. who continued to smoke everyday and get caught without remorse?

What about the students who were a little bit naughty and didn't qualify as being 'bad' enough to enter the pizza party? Will they step up next year, take up smoking and being disruptive to ensure they make the troublemaker's celebrity A-list function?

Korea the merciful.

This attitude carries over into the law.

Recently, a step-father came home drunk, got into bed with is teenage step-daughter and touched her, including her breasts. A judge let the guy off claiming it was a "sign of affection."

There are lots of stories about non-existent or weak punishments in Korea, but only for Koreans.
