Hope someone can help me,

I just recently moved and need to do some bureaucracy work. Where do I need to go to formally change my address... I've heard that foreigners must do this within 2 weeks of moving to a new address. I also tried to register my contract (in my name, not my schools) so that my deposit is safe(r) should the owner go bankrupt. Instead of going to the Dong office as Koreans do, I was told had to go to the Law Office near Gyodae station. When I found the right place there, I was told I need the owner to get a long list of special documents. Is this normal? I haven't heard of other foreigners needing to do all this.

Thanks for any help....
