My Korean isn't very good (read nonexistent) but through Babel fish this looks like Hagwons complaining about increased salaries and increased recruitment fees. Am I right?

경남 창원시 A학원은 초�중�고교생과 일반인까지 영어 과목 수강생 수가 모두 300명이 넘
는 대형 학원이다. 하지만 넘쳐나는 수강생들로 인해 일손이 부족했던 예년과는 달리 올해
는 수강생을 가르칠 원어민 강사를 구하지 못해 발을 동동 구르고 있다. 법무부의 ""회화지
도 사증제도"" 강화에 따른 여파다.
지난해 11월 15명이었던 원어민 강사는 10명으로 줄었고 지난달부터 원어민 강사를 구하

학원 관계자는 "정부의 검증제도에 원칙적으로 찬성하지만 자격을 갖춘 원어민 강사의 몸
값이 높아질 것이 뻔하고 이는 결국 경영압박 요인이 돼 수강료 인상으로 이어질 수밖에
없다"고 털어놓았다.
부산지역 학원가도 사정은 마찬가지다. 이 같은 분위기 탓에 겨울방학 영어과목 강의료가
1만 원가량 올랐고 원어민 강사 소개비도 100만 원 안팎에서 200만 원 선으로 갑절이나 뛰
었다. 특히 서울 본사에서 원어민 강사를 공급받는 대형 학원이 아닌 중소형 학원의 경우
원어민 강사 ""품귀현상""으로 직격탄을 맞고 있다.
법무부는 원어민 강사들의 각종 범죄(허위학력, 대마초 흡연, 어린이 연쇄 성추행 등)가
잇따르자 부적격 강사들로부터 학생들을 보호하겠다는 취지로, 지난달 15일부터 ▷범죄경
력증명서 ▷건강확인서(마약 흡입, 전염�감염 여부) ▷영사 인터뷰 등 원어민 강사 검증절
차를 한층 엄격하게 했다. 또 무자격 원어민 강사를 고용한 학원장(고용주)에 대한 처벌
수위도 대폭 강화했다.
학원들도 이 같은 ""필터링"" 제도 시행에 대해서는 공감하지만, 학원가의 현실을 무시한
처사라고 지적하고 있다.
한국학원총연합회 외국어교육협의회 관계자는 "교육부의 영어교육 방침과 법무부의 외국
인 강사 사증제도가 서로 충돌하면서 학생들의 교육권이 볼모로 잡힌 상황"이라며 "제도
시행 전에 법무부와 의견을 나눴지만 제도개선에 대한 고민은 보이지 않는다"고 반발했다.

티유협약""에 가입돼 있지 않은 국가 출신의 원어민 강사는 앞으로 해마다 본국에 다녀와
야 하는 것도 문제다. 게다가 법무부가 지난해 10월에 사증제도 강화를 예고한 뒤 두 달
뒤 곧바로 법 시행에 들어가 준비기간 등 완충기간이 없어 혼란만 가중되고 있다는 지적
도 제기되고 있다.
법무부 출입국심사과 관계자는 "혼란을 최소화하기 위해 현직 원어민 강사들에 한해 자격
요건 심사를 오는 3월 15일까지 3개월 유예해 둔 만큼 시행은 불가피하다"고 말했다.

외국공문서에 대한 인증의 요구를 폐지하는 협약. 협약 가입국들 사이에서 외국공관의 영

Okay, my wife agreed that it is a bunch of whining. Recruiters now charging 2 mil instead of 1 mil as in the past, the new regs making it very difficult to fill positions, and hagwon owners beseeching the government to lighten up, but to no avail.
The 'English hagwon that relies on the foreigners' sky is apparently falling. |

Ha ha. Heres a solution, they could do what my hagwon did with my recruiter, just dont pay them ha ha ha ha ha |

| Why are the recruiters doubling their fees? Were some regulatory laws written in that make it more expensive to be a licensed recruiter? Or are recruiters merely using the decrease in teachers as an excuse to up their prices? |

The recruiters are part of the problem, obviously. They give their initial interview to prospectives while only thinking about themselves and whether they get the commision or not. I don't feel sorry for them in the least bit. |
