Can anyone recommend a shop in Seoul that sells mid to high grade snorkels, masks and fins?

The crap I found at Namdaemun is too cheap.

The above link lists some of the dive stores in Korea. There are more. I forget the name of the area, but somewhere in Eastern Seoul is a district where several dive stores are located.

Below is a link to SPOEX, the annual trade show that is coming to KOEX next month. Most dive stores have booths there. SPOEX is an impressive event if you're interested in sports.
You can buy equipment there. You have to register as a buyer to attend. If you are coming to Korea from abroad they offer free hotel room.

Oddly enough I bought my gear at HomePlus. Good price and pretty good gear. Not professional quality but served me well in Bora Bora.
