I'm not trying to rain on a parade, but you will need the current owner to de-register the car before he leaves and then you can take ownership in YOUR OWN city, not his. (ANY GU is not correct, fyi)
If he doesn't de-register it, then the city may have imposed tickets on the vehicle, in which you'll have to pay them to get the car in your name and insurance... Just an FYI for all car buyers.

Yep. A buddy of mine bought his friend's Tico for cheap...transferred title and all...only to find that he (the new owners) had to pay the previous owner's tickets (some 800,000 won). |
