Problem with foreigners registering at korean websites

First, i would like to list some of the problems I've come across (and I'm sure others of you have as well) as a foreigner that doesn't reside in Korea registering at Korean websites like:
- Being required to send passport and/or drivers license for verification multiple times and then waiting weeks with no response
- Being required to input a phone number for verification, but no way to put in an U.S (or other) based phone number despite choosing the foreigner residing abroad selection for site registration.
- Having to get directly in touch with site admin or webmaster to fix some problem unique to foreigners registering from abroad, and waiting for the response
- Getting rejected, with no apparent reason and no explanation, multiple times after filling out registration form with all accurate information
- plus a few others. . .

Now, i can actually understand why some of this is so, and being a patient person i really don't mind going the extra mile to overcome some of these problems and gaining access to content on the site. But the newest one I've come across, has gotten me a little ticked. Simply put i can't watch "mature" shows that require you to be at least 19yrs of age. . .even though I'm 22. . .
A friend in Korea, told me she had appeared on a show in korea that is somewhat risque and over the top. Curious, i did a quick search for it, found out it was on a station whose site i was already registered on(9mnths), logged in and to my surprise was told that i wasn't old enough(19yr) to watch it. Confused, but still indifferent, i looked for some clips of the show online through Naver, realized i had to register to watch the clips, then after doing so (as foreigner residing abroad mind you), i logged in, and was told once again that I'm apparently not old enough.

So here i am, really confused and more than a little annoyed, and wondering if there are any other souls who have come across the same thing, or is it just me?
My korean is pretty good, so I don't think i overlooked anything in the registration process, and i've never had any interest in any of the "mature" shows/content on korean websites before but never thought it should be a problem since i AM of age. So both of these sites denying me the ability to look at "mature" content, and the fact that they're both Korean seems like a little more than coincidence or a registration problem to me. . . ( correct me if I'm wrong but could it be that Korean gov't doesn't want people in other countries viewing the less presentable content on their corner of the Internet???) hmm. . .
Anyway, i've sent out emails to find out what's going on, but as i wait for the responses, i ask anyone with experience to inform me of some law or clause in korean website contracts that forbid foreigners from viewing "mature" content.

*NOTE* - 1) i use the word mature in quotes because i have seen pics of this show, and to me it seems much tamer than a number of things on tv in the states.

The Internet is different in Korea. Here it's basically hidden behind these security precautions like some sort of gated community.

Korea is a second Thailand.

There are things that go on here that every Korean male knows about, but is desperate to hide. They don't want their prostitution utopia to end as they attempt to grow in the international community. They are trying to cover it up and hide it as best they can, but they're slowly being found out.
