Chinese citizenship for teaching??

Hi,

I have a friend from China... speaks fluent English, no accent (actually she spent much of her childhood in England, so she has a slight English accent), has a TEFL certificate and has been teaching in Thailand for a few years.

She only has a Chinese citizenship. Can she get work as a teacher here? If not legitimately, then illegitimately (at a private or hogwon)??
