It looks highly likely that, due to the apparent failure of the immigration department to provide E-2 visa holders with coherent rules and procedures, that many foreigners and Korean businesses may experience undue losses of income and other misfortunes as a direct result of the Korean Immigration Department inability to carry out their responsibilities.
Can I complain to the labor department about the lack of adequate assistance from the Immigration Department? |

Immigration is the Ministry of Justice.
Labor Board is the Ministry of Labor.
They have nothing to do with one another. You'd be wasting your time. |
