I was watching a documentary earlier this evening. It was on the Chungcheongbuk-Do channel although presumably there are similar cases everywhere in Korea...
Basically, they had gone under cover talking to hagwon bus drivers, filming and investigating. Key findings were the following:
1) Many Hagwon buses are not correctly licensed for the purpose.
2) Many Hagwon buses stash so many students inside that they are sometimes running 50% over capacity (perhaps more in some cases).
3) No surprise here... The drivers admitted to blatently violating red traffic lights, almost never stopping for them.
Of course, it all goes unpunished/a blind eye gets turned to it until they crash with terrible consequences... |

I ride a motorcycle in Seoul and have to say I've never witnessed a hogwan bus driving badly. The only complaint is that they stop in less-desirable places while they wait for students, but they don't stop in dangerous places.
I would take them any day over the regular city buses that merge anytime with no signal, causing people to hit their brakes or swerve. |

My child's playschool bus has full harnesses for the kids. And they're used. It's one of the better playschools. |
