Ok. So, what do I do? I get an official, signed, sealed stamped, transcript. Then, I walk in off the street to a notary. How does he/or she know what is really in the envelope without breaking the seal?

| Where do you live? The consulate in Vancouver (Canada) told me that if it is sealed, it doesn't need to be notarized. |

| The sealed transcripts don't need to be notarized, only a copy of the degree and the actual CBC. You do have to bring the transcripts with the notarized copy of degree and notarized CBC with you to the consulate though. |
