I have a washing machine out on the balcony of my apartment. I have never had a problem with it till now. When I switch it on to do a wash the lights come on and everything seems ok. No noise though.

I think it maybe that the water pipe(plastic not insulated) to the machine maybe frozen. Would I be right?
