I have been residing in an apartment complex in Seoul for over 2 years now. Generally, things are pretty quiet and uneventful. However, a few months ago another foreigner moved into the apartment below us. She recently obtained a very large dog (apparently from a shelter) and keeps it unattended for long periods of time in a quite small apartment. This dog barks excessively anytime anyone walks past her door (it echos substantially in the stairwell), and continuosly whines at a very high pitch ALL DAY LONG. I can no longer enjoy my day off at home and relax with my wife. Other tenants have complained to the apartment complex owner repeatedly, and I have personally requested numerous times (in a very diplomatic way) to problem solve around the issue with the dog owner. The dog owner agreed to find a muzzle, and "child gate" to prevent the dog from going to the door and barking. To date, nothing has changed after repeated messages and suggestions placed on her door. I HAVE HAD ENOUGH. I would greatly appreciate any advice on what steps are possible to resolved this issue (other than moving). Of course, in Westernized countries there are often legal means to handle such issues. However, I am unaware of any in Seoul. Thanks again.

You and your neighbours should get together for an old fashion BBQ and did it up korean style and have the main course of dog

My sympathies, my fellow Justin. I too am plagued by a noisy, selfish, idiotic woman and my life is otherwise perfect. She is a parasite. Differences are that she is Korean (not foreign), lives above me (not below) and makes noises via her elephant feet and by dropping huge boulders on the floor (not via a dog).

You - like me - appear to have exhausted your reasonable, polite options. I will resort to terror from now on. Use intimidation perhaps?

I am so lucky to have silent neighbors. I feel for you guys. Here's a (slightly mean) suggestion - start banging on her door at all hours of the night, or against her wall. Annoy her just as much as she (her dog) annoys you. Tell her it will continue until she fixes her dog problem.

I'd don't think there's anything you can do legally. You have to take matters into your own hands. I know ppl who've had problems with noisy neighbors, dogs, etc., and bldg. management don't want to get invovlved and are useless.

You could slip chocolate bars under the door--but that would be wrong. Very wrong.

LOVE it. But make sure it's unwrapped, the least amount of evidence the better.

Keep us updated, I hope to hear that you annoyed the bejeezus out of her and she moved.

if sumone ever poisoned my dog with chocolate bars i would slit the persons throat and watch them die slowly , but that would be wrong...

Electronic dog collars work wonders. The shock isn't over the top, just enough to get them to realize that barking is wrong. They run on batteries and they last a few months. I used them with both of my dogs and within a few weeks, they stopped barking as much and we removed the collars for good. Problem is, they're expensive. A good shock collar will run about 100 bucks. *They may have come down since I bought mine a few years ago*

Somehow I doubt your neighbor would be willing to drop that much on the dog, but I could be wrong.

Chocolate might not kill the dog for awhile, but I guess that depends on how much chocolate you slide under the door.
