My old E-2 expired, and I'm now in America scrambling to get my documents together. If I come to Korea on a tourist visa, will it be possible to get an E-2 in Korea without doing a visa run? |

No. It's NEVER been possible to get an E-2 from within Korea, even before the new regulations.
Since you were here before on an E-2 and (presumably) don't have a criminal record in Korea, you should be able to do a visa run to Japan and skip the interview at the consulate. |

But only if he has an apostilled national criminal check as well? |
