The part of the plan I specifically refering to was Lysander's ordering all Athenians home.

"Lysander's ordering all Athenians home" (from Athenian colonies across the Aegean Sea) -> Europeans to order all Muslims home (to North Africa, Arabia, Pakistan et al)

"Victorious Spartan Leader Lysander, ordered that the Athenians should abandon their colonies, returning home".

Can you see the analogy yet, IGTG?
