A school asked me to send them my diploma so they could get my visa. I don't want it to get lost in the mail. Does the immigration department still issue notarized copies?

You need to provide a bit more info.

First question: are you in Korea or in your home country?

Second question: what is your home country?

If you are from a country that is a signatory to the Hague convention (like the US) you need to organise an apostille to authenticate a copy of your diploma. If you're from a country (like Canada) that hasn't signed the agreement, you can probably get it authenticated by a Korean consulate in Canada.
