This has been done to death.
As a newbie the chances of you successfully getting a "plan phone" at any of the 3 phone companies without some significant help from someone who is already here (read Korean) are next to 0%.
Until you get your ARC there is NO chance of a "plan phone".
The other option is a "card phone" which amounts to a "pre-paid / pay as you go" phone. You can do this with any of the phone companies and the charges are the same (government regulated). The only requirements are some cash and a passport.

I have a couple of card phones for sale... just haven't put them up for sale yet. I got a few when my parents came here for vacation. I'll try to post something in the next week. |

Sure this has been done to death. Gee only if the search function worked properly maybe the op wouldn't be asking.
Hourly rates on a plan phone are around 6,500 Won and service fee is about 12,000 Won a month.
Prepaid card plans are about 10,000 per 28 mins.
Also it is Very easy to get a phone on a plan.
You can call 82-2-1688-0120 its the number to the Seoul Global Center in downtown.  |

SK now offers plans to foreigners. you need your ARC, and the bond is 200,000 won.
KTF and LG sometimes have dodgy reception. I've lost calls in the subway. Never had a call drop out or any problems with SK. A few cents a minute is worth the convenience of not yelling at someone in a phone on the subway, just to have them hear you ... and looking like a psycho foreigner at the same time! LOL |

Alien Registration Card - National identity card that says you are here and legal to stay as a resident. All foreigners who will remain here for more than 90 days (with the exception of Canadians on a B2 stamp) are required to be registered at their local immigration office and will be issued a card.
No card = most services are NOT available to you.
Tourists don't have cards. Tourists don't need bank accounts. Tourists don't need plan phones. No card = tourist. The picture should be getting clearer for you now.

Here's what happened to me:
I went out to try and get a plan phone and wasted an entire day. I picked out a phone, filled out the paperwork, and the clerk called the company and they said, "No dice."
So, he said that even with a 200K won deposit, I could not get a phone with a SIM card. OK, so I figured that I could just pic out one without a SIM card. Well, all of those phones were significantly more money. I would have been surprised, but this is Korea and I am a waygook. The company rep cited Chinese immigrants as the root of all evil. Therefore, they had to change their regulations.
My co-teacher ended up putting the phone in her name for the first 3 months, after which time I had the phone transferred to my name.
This is with SK and my bills run me around 40-55K per month with 3.5-4.5 hundred text messages and a 2-3 hours of outgoing call time.
I have never had to deal with dropped calls or service issues. |

okay, I'm a newbie on this, but a little confused. A plan phone is on a contract right? Is it easy to just buy a pre-paid SIM card if you're not wanting to go on a contract? Can this just be bought at a normal shop like we do in most places? |

They don't use sim cards. You buy a phone, get a number assigned and pay as you go instead of getting a contract phone.
Quick, easy and painless. Phones can be as cheap as 30k won or as expensive as you want to spend. |
