I have a question about Korean media coverage of suspects in criminal cases.

The Namdaemun fire is receiving a modicum of media attention here in Japan. I noticed on a TV news spot about the incident that the man they have arrested made a statement (some kind of apology) on camera. It appeared that, when he made the statement, he had either stopped as he was being taken in to a police station or he was already in custody and allowed to "step out" (for want of a better word) and give the apology.

My question is this: Are suspects in custody allowed to do that in Korea? Can they give interviews and make statements on camera or other forms of media?
