If Korean cops enforced road usage and fined those who broke the law the Government would have a nice tidy sum to pay for state projects. Read the latest from the JoongAng Daily:

Last night, while waiting for a friend at a busy intersection in Busan, I found nearly 2.3 million won ($2,433) in 10 minutes. The source? I applied a 50,000 won fine for every traffic violation I witnessed.

Running red lights, double parking, speeding through crosswalks, failing to signal when changing lanes and a host of other violations quickly added up to a whopping sum.

This was one intersection in one city. Imagine how long it would take if the police actually enforced penalties for traffic violations across the country. Government coffers would be overflowing. Projects like the restoration of Namdaemun could be financed by citizens breaking the law.

I wish there was a chance for people to fine other road users if they had evidence of them breaking the law. Then the road users would get a reward from the police or the state.

Who likes a tattle tell? I'll be damned if I go snitching on someone for not using their blinker!

And what are you gonna do? Keep a video camera in your car? Thats even safer, someone trying to film other people while driving on the road.

They tried it six years ago. They paid 3,000 won per pedestrian-taken photo of a violator. Photos had to show the license plate AND the violation. Led to no little retribution against do-gooder civilians, I heard...
The cameras take care of it, now. What a money-maker they must be for the government.
