Is there a mobile phone out there with 3G (which operates in Korea and Japan) and GSM, which operates in the rest of the world?

I think you are mixing 3g up with CDMA. but it answer to your question yes and no. you can get phones that pick up both networks, which will allow you to roam most places in the world.

However generally you can't just get a cdma phone from another country to work on a standard call plan/prepay in korea.

It will be cheaper to just pick up a phone in korea (if you are there for only a short time there is a tourist thing that will loan you a phone for free for a short time but I can't remember the number)
