DAR ES SALAAM, Tanzania - President Bush on Sunday said Congress should renew his global AIDS program and preserve a requirement that steers money into abstinence efforts.

Some Democrats want to eliminate a provision in the bill that requires one-third of all prevention spending go to abstinence-until-marriage programs. Critics say that while they don't oppose abstinence programs, the inflexible requirement hampers the effort. |

Religious morality over the health of African women. White man's burden I guess. |

Bush is foolish about this since abstinence-until-marriage programs are a complete waste of money. . Nevertheless no president has done more for Africa then Bush.

Irish rocker hails Bush on Africa

Geldof
--------------------------------------------------------------------------------
Irish rock 'n' roll singer Bob Geldof yesterday said President Bush has done more to fight disease and poverty in Africa than any of his predecessors.
Mr. Geldof, long an activist for Africa, was downright effusive about Mr. Bush during an informal meeting with the press yesterday near Kigali, Rwanda.
Mr. Bush "has done more than any other president so far," Mr. Geldof said.
"This is the triumph of American policy really," the singer continued. "It was probably unexpected of the man. It was expected of the nation, but not of the man, but both rose to the occasion. What's in it for him? Absolutely nothing."
The singer was annoyed that the press had mostly ignored the exuberant reception that Mr. Bush has consistently received during his five-nation tour this week.
"You guys didn't pay attention," Mr. Geldof told the assembled reporters yesterday. |

I don't think the abstinance approach is all that bad in so far as it addresses the 'having sex with a virgin, no matter how young she is, will cure AIDS' view held in several parts of Africa. If it will stop the raping of girls in a futile attempt to cure AIDS, it might be money well spent. |

"They don't oppose abstinence programs", even though those programs are proven ineffective (and, in Africa's case, downright deadly). There you have the problem, in a nutshell. The Democrats are so terrified of the religious right's idiocy that they won't even call a spade a spade. |

Yeah the only balls I've seen the congress have along religious issues was when they required Bush's US based abstinence program to report results. And the findings said it had zero effect on teen pregnancy rates. |

Getting Americans to support foreign aid is akin to pulling teeth in the best of times. Would you prefer to alienate the Right (with whom you have a tenuous relationship anyway) and lose their support for the overall aid program? Isn't it better to waste 1/3 of the money so the other 2/3's can be spent in a good cause than risk having 100% of the money blocked?
And it's not just this one bill. You have to work with the same members of Congress on other bills. Why anger them needlessly? In addition, why hand the opposition an issue in Congressional Districts that are competitive where you could lose members?
Is 'compromise' really a dirty word? Is inflexibility on the part of liberals really any better than inflexibility on the part of conservatives? |

Has anyone asked Bush if he was a virgin before he got married? |

I think George Bush is imposing his religious views on Africans who in many cases are neither Christian nor Muslim. Most Americans have not practiced abstinence, but he wants to tout it. Peoples' lives need to be saved, they don't need to be preached to in my opinion... There is nothing wrong with abstinence, but people have urges and different beliefs... |

Well I'm not a religious guy but all partisanship aside abstinence is a foolproof method not to get pregnant, or catch the HIVs (if your healthcare system is up to scratch). Maybe it shouldn't be the sole method but it also shouldn't be discounted. In the end personal responsibilty is key. |
