has any one actually paid tariff charges? im trying to find out how they are actually paid. does it happen after the item arrives in korea or is the money paid to the manufacturer as an addition to the sticker price?

My dad sent me a new laptop he bought for about $600 and the tariff was about 10% of price. They held it in Seoul and sent me a letter I filled out and my school secretary paid it somehow online and I paid her. It came like two days later.
