| I tried checking their websites and found nothing on what procedure I must go through to secure a CRC from either of these States. I want to do all this by post. Has anyone gone through either of these States that can advise me? Thank you |

If you live in Oregon all you need to do is visit the local police department. I got my cbc in Portland with the entire process taking about 5 minutes. The clerk who helped me was also a notary public, I'm not sure if it's a requirement or not but that made things easier as she notarized it right there.
Afterwards you need to send it to the Oregon Secretary of State for appostile. Contact them for details. I received the documents back within 4 days of sending it.

Yes, I've done it from Korea for WA state (last October). You just go online to the WA State Patrol, pay them $10, submit your name and birthdate, and they provide you with the report online.
If your employer doesn't like that, tell them they can go online themselves at that WA State Patrol site, pay them $10, submit your name and birthdate and get the same report back, straight from the horse's whatever. |

The problem with an online report: even though it's from the police, it (probably) doesn't bear a police official's signature. Thus, it can't be notarized, and without notarization you can't get it apostilled.
Now, if you're doing this from within Korea, you could go the consular-notarized affidavit route for authentication. To do this, you'll have to:- print out the report,
- make out an affidavit swearing to the source and authenticity of the report,
- attach the report,
- sign the affidavit at the U.S. Embassy before a consular officer, and
- have the consular officer notarize the affidavit.
