Is it possible to obtain one if you are not in the military?

Please help me if you know of where I can find one. I need one to process a criminal background check for the state of Pennsylvania. They do not accept cash or checks.

The woman I talked to didn't understand "Money Order", but they did have Bankers Checks. Not sure if there's a difference, but I bought one. Cost me about $6.
