C4 visa run - which embassy/consulate abroad?

My girlfriend, currently in Korea on a D1 visa, has been offered a job and a C4 visa with it. Where can she go abroad for a visa run? She is Iranian, and thus can't get a visa for Japan for a visa run there. She can get a visa for China, but I contacted the Korean embassy in Shanghai and they said that only people who have a long-term Z Chinese visa can apply for a Korean C4 visa there. WTF?

Any suggestions on where to go?

She can go to Malasia on a visa waiver stamp:
