The Korean Herald reports; you decide.

Police probe possible exam leak
The Seoul Metropolitan Office of Education asked police on Saturday to investigate an alleged leak of math questions on a nationwide high school exam, amid intensifying criticism over the lax security in administering state-run tests.

"Some of the math questions were found to be identical to the ones that a private institute in Daechi-dong, Seoul gave to its students," said the education office.

Of 45 math questions, 19 were presumed to have been leaked, according to the education office, which was tipped off by a parent after the exam was given last Wednesday to high school seniors across the nation.

Of the 19 questions, five are said to be exactly the same as what appeared on the cram school test, while the remainder are similar, though with some differences in the phrasing and figures to be solved, the education office explained. Under the supervision of the Seoul education office, nine current teachers took part in preparing the exam questions in January, and municipal and provincial education offices kept them on CDs until the day of the test.

Police are investigating whether there was any collusion between those teachers and the private institute.

Police in Songpa, southern Seoul, yesterday questioned an instructor at the private institute. He denied the allegations, saying that the teachers copied his study book which was on sale since the third week of February.

The cram school previously said that its instructors' thorough analysis of past exams was the reason for such similar questions. This was the first of four mock tests planned this year to help students prepare for the state-run College Scholastic Ability Test, which is critical for admission into universities.

Last November, a teacher at a foreign language high school in Gimpo, Gyeonggi Province allegedly leaked entrance exam material, as part of an illicit deal with a hagwon in Seoul. The Korean Federation of Teachers' Association called on education authorities to draw up measures to prevent a recurrence of such cheating.

This seems more likely to be a case of Xerox-itis than another Exam-gate.
Although, I'm not exactly buying the cram school's reasons either.
The teachers began work on the exams in January, yet the hagwon instructor only released his book in mid-February.

If the questions were leaked, it would have to come from someone who had access to the test AND knew the hagwon instructor. It doesn't seem too likely, but that is a possibility.

Or is this really a 'false flag' op? Is someone planting evidence against SMOE or the hagwon?

If you were a detective, where would you start your investigation? The SMOE offices or the hagwon office?

Of 45 math questions, only 5 were exact matches.

I'd say there were some type of leak, but you never know. You give the same type of math test over and over and you are bound to have questions that are very similar.

Look at the SAT math questions, and the questions that appear in SAT prep books. The questions are almost exactly the same.

Its too hard to tell. On one hand, there are 5 exact questions that matched up, word for word. On the other hand, the kids taking the practice tests probably worked through hundreds of problems.

With Math, there are only a couple ways to write problems.
