In 2006, I left Korea because of an unfortunate situation with the hagwon. I won't get into the details, but it really warrented leaving. I didn't turn in my ARC. Anyway, two years later I am planning on going back to Korea to teach at a public school. I was threatened by the hagwon stating that I am blacklisted through the immigration office. Is this something I should be concerned about? If it is ligitimate, will this blacklist expire?
Can I contact Immigration? I would hate to pay for a ticket to Korea, only to get to the Inchon Airport, and have to pay to come home. $4000 for 26 hrs of flying, and hanging out in an airport...only Tom Hanks can pull that off!

Unless you owed the school money when you left, and the school provided evidence of it to Immigration, you shouldn't be blacklisted. Pulling a runner ≠ Immigration blacklist. You likewise wouldn't be blacklisted for forgetting to turn in your ARC.
That being said, it wouldn't hurt to check with Immi. Since as a public school teacher your visa issuance authorization comes from the education office (letter of appointment) and not directly from Immi, any problems with Immi might not surface until you get to the airport. Go to the Immi website and look for the Q&A section. You can ask them questions there; just make sure you choose the "locked" or "private" option and provide a password so your personal details aren't made public. |

It is highly unlikely that you are /were blacklisted at immigration by some hakwon.
The easiest way to confirm it is to apply for an E2. If it is accepted and you get the visa confirmation number then you are not / were not blacklisted.
Why would you fly here without a visa?

BUT... she said she's applying for a public school job. Their E-2 visas are issued by authority of the Provincial Office of Education by way of Letter of Appointment, rather than a visa issuance number from Immi.
Do the POEs check with Immi for things like this prior to issuing a letter of appointment? Or could the OP be in for a surprise at the airport? |

So if I apply with a public school the visa process is a little different. SO I could get my visa, and still be on the blacklist? Does this mean I could make it to Incheon Airport, and then be told I can't enter the country? I have only heard of one case where this has happened and it was through this forum, so who knows how true it is.
I have contacted immigration but have yet to hear back. Many people say the only way to be blacklisted is if you have broken a Korean law, which many say breaking a contract isn't enough to get you blacklisted. |

Generally speaking, yes, but not 100% of the time.
