Routing on a uni campus?

The IT people at my campus seem to be a bit useless. I went today to ask them a question and they didn't seem to know the answer. Hopefully, get some answers here!

I live on a uni campus and have a fixed IP address that I use. I logged off my laptop and plugged in my GFs laptop (using my IP) and got some uni-server page about IP addresses. (the internet didn't work; I'm assuming somehow my computer is 'linked' to my IP). So, went into her laptop, changed the IP address (changed the last digit to 99) and it worked.

But we both can't be on the internet at the same time. If I got a router, would we be able to have both hooked up at the same time and both working?

Not sure about your specific problem but I bought a little box for 15,000 from Yongsan to do this at home. I now have 4 ports and it works like a charm. When I get home I will let you know the details.
