Immigration is using my passport in order to issue my ARC. Can I fly to Jeju-do without it? Can I use my USA driver's license for ID? |

With my ticket in hand I have never needed to show ID for domestic travel within east Asia.
You should be fine (unless it is an e-ticket and you bought it on a credit card) in which case they may ask to see the card the ticket was charged to.
Take your receipt for your passport that you got from immigration in case someone does ask to see your passport or ARC (one of which you are required by law to carry when in Korea).
