European cell phones work in Thailand

While in Thailand, most people I met had cell phones from Europe that worked on prepaid plans in Thailand. Fellow tourists that I had snapshot friendships with were surprised that I lacked a phone while on holiday. I am American and had been in Korea for a year and thought that foreign phones would not work in another country, but they do. I have been looking into this and American phones tend to be locked or not for international use.

What is a cell phone that can be used as a prepaid phone in most countries? Might Europeans find this common due to how they were surprised that I lacked a phone to bring to Thailand or is it that American phones are for the American market only? It tends to be that Europeans are more international oriented than the Americans by a long shot and I want to be just like em'. I do understand they have a social system in place for workers of all types to have mandatory vacation, perks, and full benefits at their jobs while the Americans are getting their throats cut out in economics.

You can pick up cheap GSM phones in most countries that only require you to change the SIM to work in another country with a local number.

In the Philippines, Thailand and China I was able to pick up new (tri-band / unlocked) phones for as little as US$30, add in a local SIM and away you go. You can use them in many countries.
