If I was him and I was going to LA, I wouldn't mind if you gave me a skateboard. That's where skateboarding originated in the first place. Give him something that speaks for the place he is going to.

I came across that same problem earlier this year. I teach 6th graders at an American school, and he had been attending our school since 2nd grade. I knew that I wanted to get something easily that he would really appreciate. I ended up buying him a model car kit. All of the boys were jealous. He absolutely loved it! I overheard one of the other boys saying, "I should leave this school too!" lol I didn't have to spend too much money on it. I just picked it up at a stationery store. I had seen ones in the toy stores, and they were outrageously priced. So, take a look through some of the random stationery shops. They have some good things. Good luck!

4. Your email address.

I also taught a couple of students over a 4 years period...

here are a couple of things I have bought them on their birthdays

remote control SUV (off-road) car

robot (roboreptile)

MP3 player ( 4GB )

nintendo (with a few games)

your student will be a little bored / frustrated moving to LA (away from his friends, no "Korean computer games" lack of Korean TV dramas etc)

buy him something to amuse him Mp3 player is suitable for a 13 year old

remember it may cost you 250,000won - but all the money his parents have paid you over the last several years - you can given back a little

You can get simple, 4gig MP3 players with MP4 video capability for under 100k won at the nanjin arcade in Yongsan.

If you have Korean friends who can help you can always get them from Danawa.co.kr or auction.co.kr / gmarket.co.kr as well.

How about a gift certificate to a store that he's likely to visit in LA? Depending on his hobbies maybe an electronics store, a toy store, something... it might help him get acquainted to his new area. You can usually buy gift certificates online and print out the number with a bar code.
