If you are on an e-1 or e-2 visa and work at a university, would your school let you work a second job if you asked for authorization? |

I have heard that mine does for related institutions only, i.e., the unigwon, the university middle school, etc. |

Mine does, though I must not teach more than 23 hours a week in total. That is, 15h/w at the uni leaves me with 8h/w that I can work at other institutions.
Permission to work at other institutions is partially related to the position you fill at the university you teach at; if you work full time for a department you can teach at another institution pending approval by the Dean of Academic Affairs, just like your Korean colleagues do, but if you're working at a unigwon, you probably will not be able to - depending on your visa and contract.
Also, what type of extra work are you considering? It has been my experience that universities will not grant you permission to work at private academies, or summer/winter camps run by private individuals/organizations.
What type of visa you have will further influence your ability to work at other institutions.

Mine does. I teach 10 hours at the uni and then another 4 at the local community center for 2 paychecks. It wasn't hard to organize. |

I knew a guy who was fired the same day and made to move out of his apartment the next day, when a kid from a hakwan he was moonlighting at recognized (him at the uni he taught at). |

The Ministry of Education has a regulation which prohibits full time employees ,Korean and foreign,of universities from teaching at other institutions. This is , like most other regulations,not enforced or followed on a uniform basis but is grounds for dismissal if someone wants to use it. |
