OK, I've got a friend (I doubt he's ever lived outside of Canada since he moved here), and he claims that you don't pay income tax if you surrender your OHIP.

Is this true?

If so, what's the benefit? (and how does this work?)

Don't tell OHIP you're leaving Canada. If you're out of the country for more than 6 months, your OHIP will be cancelled. In order to get it back you have to prove that you'll be living in Canada permanently and you'll be waiting 3 months just so they can make sure. You can get out of this waiting period by getting some paperwork from your school, but it's just a huge hassle. Unless your health card is expiring, you're much better off leaving the Ministry of Health in the dark.

If you are not going to pay tax on your Korean income in Canada then you really should cancel your OHIP. This would be very valuable if you are ever audited and need to prove that you were a non-resident. If you don't cancel your health insurance then if will be really hard to establish non-residency.
