would the best way be skype? (will internet be available for skype?) or calling card? (will there be public phones available for calling card and would they be in English?)

Ask the instructors very nicely for a phone call. I don't think they'll say no.

It depends where the Epik orientation is. Last year, it was in Daejeon. Why not just use a cellphone?

You can buy an international calling card for about 10,000 - 12,000 won at kiosks and convenience stores. It should list a toll free number to call for English. I got about 2 - 3 hours for that price from a cell phone. There are pay phones everywhere, although I am not familiar with your orientation location. I used my U.S. cell phone, but it was $1.99 per minute with the roaming charges.
