More CRC Issues for a C4

This is getting annoying. Here is my situation. Im in Busan now, my CRC is being processed in Canada, and being sent here. Problem is my contract is finished here and Im all booked up to leave Korea next week. The CRC wont be back here in time for me to get it notorized by the consulate in Busan. My original plan was to get the C4 visa for a summer camp in July, pick up the visa while abroad in asia, and re enter Korea.

Can I get a family member to notarize the CRC at the Korean Embassy in Canada? I just called the consulate in Busan and they wont notarize the CRC without me being there, even if I give someone written permission to get it (yep i know what notarize means...) Alternatively, if its impossible to get the CRC notarized by someone in canada in my absence, can I still do a Fukuoka visa run, or is that now impossible too?!?

Any help is appreciated!!!
