So I got a job with this school last minute and I'm going to do a visa run when I get there. He says I can get the stamp in Korea on my background check and that lots of teachers have. Has anyone heard of this? Maybe at the embassy? |

First of all, be aware that you can only do a visa run if you've successfully completed a stint in Korea on an E-2. Immi seems to be interpreting that to mean that you've completed a full year. If you haven't, the only other way to qualify is by having your degree verified by the Korean Council for University Education, a process that takes about a month.
Assuming that you meet the other qualifications for making a visa run, it is possible to get your background check authenticated here in Korea. Read the sticky thread entitled "GUIDE: AUTHENTICATING A BACKGROUND CHECK FROM WITHIN KOREA" for details.

I'm in the process of getting a f4 visa because I don't have enough time for E2.
From what I understand, the apostille stamp (the golden seal) must be done through the state or higher. That is what I need to do with my criminal background check. My recruiter never mentioned the possibility of getting one in Korea.
If anyone else has info on this it wold help me because I'm also leaving for korea in a short time. |

The F-4 visa is for ethnic Koreans. If you qualify, this is a way better visa to have than an E-2 anyway. It gives you the freedom to change jobs, teach privates, etc. Not sure why you'd even consider an E-2 given a choice between the two.
An apostille is granted at the state or federal level. For people already in Korea or leaving for Korea on short notice, however, there is an alternative to an apostille involving an affidavit/declaration notarized at one's embassy in Korea. The details are given in the sticky thread mentioned above.

True, the F4 visa is better. They said I still need all the documents for the E2, that's why I'm running around these days. |

By "they" do you mean EPIK, GEPIK, or SMOE? They will want your background check, degree, and transcripts even if you are eligible for an F-4. I assume they're now also insisting on the apostille to bring their procedures into line with Immi's. The difference is you won't need those documents for visa issuance for the F-4, so time isn't so critical.
Anyway, Immi accepts an affidavit notarized at the embassy in lieu of an apostille (again, see the sticky thread for details). I can't say for sure whether the POEs will accept the same thing, but it stands to reason that they would. For what that's worth.
