Hello. I'm not very sure about your fiancee's visa I'm afraid, but I can help with the marriage bit. You'll fill out those forms (probably in triplicate) from both your embassies. Then you'll take them to each respective embassy (you'll need to make appointments, as they're closed a lot), and get them signed by officials there. Then you will take the forms to the Korean GU office (probably in Jongno, which is where most of the embassies are so it's very convenient), and they will stamp them endlessly. I think you pay around W10,000.
After this, your situation may differ from mine, so don't count this part as beyond all reasonable doubt. When my husband and I did it ( I'm British, he's American), we were told that after the GU office and all the happy stamping, we only had to go back to one of our embassies to confirm that the marriage had been stamped into approval. You might have to go to both. Just make sure you call both embassies and figure it all out beforehand.

AFTER you are married it is a relatively easy task to change her status from tourist to family. It CAN be done in the country and does NOT require a visa run.
You will need PROOF of the marriage and a copy of the marriage certificate
a certificate of employment (to show that you are still working)
Your ARC
Your passport
Her passport
a signed application
the fee.
It takes less than an hour (after you get to the counter) to change her status from tourist to F3 (dependent family). You can apply for her re-entry permit and ARC at the same time.
They will send everything (her ARC, passport) back to you in about a week via courier.

Regarding the change of Visa status - where is this done? At the Incheon Airport or is there a better/another place that can do this?

You have to go to your local immigration office - the one that issued your ARC. You cannot change her status if you do not have an ARC.

The Canadian Embassy will give you a walking map to the Jongno-Gu office, which has a little section that deals with International Marriage. Take a number, stamp-stamp-stamp, you're done! Easy as pie!

A little note on the papers at the Gu office. You need to have witnesses, but seeing as we didn't have witnesses, Mr. Kim and Mrs. Park from behind the counter signed them for us.
What we did, both Canadians, filled the paper at the CDN Embassy, went to the gu office in Jogno, returned to the CDN Embassy and were officially married. It took 2 hours total including the walking time from the embassy to the gu office and back.
