CRC in Unopened Envelope

I am currently going through the E2 process with a Korean uni I've signed on with. I've sent most of the documents that they require, but I'm having my mother send them a Criminal Record Check with apostille from the U.S. (I'm working in another country.)

The informational letter the uni sent me states this about the CRC and apostille:

"Criminal Background Records: (All foreign teachers applying for E-2 visa must submit the criminal background record from your Local, State or National level: This must be unopened and notarized. All applicants must obtain an Apostille.)" (Bold lettering mine.)

I emailed them with this question:

"The document you sent to me states that the Criminal Background Record must not be opened. However, in order to obtain the apostille, someone will have to open it in order to verify the notary seal. I assume this means that the Criminal Background Record can be opened, but that the envelope containing the apostille and the Criminal Background Record must remain closed. Is this correct?"

And their answer:
"Yes, you are right."


I take this to mean that the envelope containing the CRC and apostille that was sent back to my mother by the state government (she had to include a self-addressed envelope for the state to return the documents in) must be sent "as is" (i.e., not opened) to the Korean uni.

She first got the CRC from my home state's Dept. of Justice, then sent it to the Secretary of State's office for the apostille. I'd like for her to be able to open the returned CRC and apostille to ensure that the apostille was attached and that the CRC wasn't returned without the apostille because of some discrepancy. (In case, for example, she forgot to sign or date the check she used to pay for the apostille.) Has anyone had any experience dealing with requests for unopened CRCs and apostilles? Any suggestions concerning the opening of the returned envelope? Thanks in advance.

This is just silly, and is NOT a requirement of Korean Immigration.

If you obtain an apostille from the Secretary of State's office in person, the document is not placed into an envelope at all. They just attach the certificate with the big gold seal and hand it back to you.
